I did not have this issue with the 4.15 kernel family, at shutdown it complained about libgcrypt.so.20 with "No such file or directory" so i installed the dev package for it as i already had this installed, updated to the newest kernel and on shutdown it complained about libm.so.6, so i installed the libc6-amd64 package. My problem is i am having kernel panics at shutdown with the entire 5.4 kernel family.
